In most states we can file with the local court system and a judge will review the issue and should force the governmental agency to provide the documents. If that fails we would have to follow that with a lawsuit against the agency to force them to provide the documents. Most cases should not require that 3rd step. A review by a judge should be the most you would need to get the documents requested.
